Guidelines on Reporting Medical Emergencies

The Auraria Campus Emergency Preparedness, Coordination, & Recovery Committee, in partnership with the Health Center at Auraria, provide the following guidelines for health-related emergencies that occur on the Auraria Campus:

All faculty, staff, and students should immediately contact the Auraria Campus Police Department (ACPD) at the first sign of a medical emergency.

  • From any campus landline, including classroom phones, dial 911
  • From a cell phone, dial ACPD Dispatch: 303-556-5000 (dialing 911 from a cell phone will delay response times)

Trained dispatchers will evaluate the medical emergency and dispatch appropriate resources, which may include Denver Health Paramedics, the Denver Fire Department, and or Health Center at Auraria providers. 

Some individuals experiencing a medical problem may request that the ACPD not be contacted and/or to not have an ambulance dispatched to the scene for their medical condition (e.g., for some seizure disorders.) However, this could have grave consequences for the individual experiencing a medical issue. It is advised that the ACPD is contacted immediately, regardless of such a request, and that trained personnel respond to the emergency.

When an ambulance arrives, any patient has the right to refuse a hospital transport, if they are deemed by the medical personnel on scene to be coherent to make personal medical decisions. 

These guidelines are in place to protect all parties, as well as to ensure that the campus community remains safe during medical emergencies.


Automated External Defibrillator Program

Automated external defibrillators (AEDs) are in all major campus buildings as a safety measure for cardiac crisis events. These portable devices are located in easy-access points, primarily on the first floor of buildings. In buildings you frequent, please be aware of where you can find the closest AED. The AED will coach untrained responders on operating the device with voice commands. It checks for heart rhythm and will send an electric shock to restore the heart back to a normal rhythm if it is deemed necessary.

Emergency Notifications

Types of Emergency Notifications on the Auraria Campus

Whether you’re new to the Auraria Campus or a returning student, staff, or faculty member, it’s important to be prepared to act when emergency situations occur. Communication is key in keeping our community safe and understanding the types of notifications used on the Auraria Campus is critical for your personal safety.


Notifications are disseminated by the Auraria Campus Police Department (ACPD) Communications Center or AHEC Office of Emergency Management (OEM). We utilize a text and email emergency notification system to deliver information regarding the emergency, directives, and protective actions. To ensure receipt of notifications, please make sure your information, including your cell phone number is up to date in your institution’s portal.


Depending on the incident, either an Emergency Notification or a Timely Warning will be sent. Upon receipt of an Auraria Emergency Alert, please act accordingly with specific directives outlined in the alert.

Auraria Alert Emergency Notification

In the event of immediate, significant danger to the health or safety of the campus community, or campus/building closure. This message is similar to a reverse 911 call from a local police department. Situations that may require an emergency notification include an active harmer situation, inclement weather resulting in a campus closure, or a catastrophic event, such as a fire, flood, or tornado. Lockdown Notifications are issued when a serious security risk such as a violent or armed intruder, hostage situation, riot, or police activity is detected. The campus lockdown system is a pre-programmed emergency notification and is triggered by the ACPD Communication Center. You will receive the following alert for a lockdown:

Auraria Emergency Alert: Campus is under security lockdown. Increase your awareness and consider protective actions. Police will send additional info shortly.

Timely Warnings

A Timely Warning is issued to the campus community when a crime has been reported to ACPD that may present a continuing threat to the campus community. An email notification is sent to the campus community when a crime is committed on or near campus that requires increased community awareness of ongoing or dangerous situation. Situations that may require a Timely Warning include criminal homicide, sex offenses, robbery, aggravated assault, burglary, motor vehicle theft, arson, hate crimes, domestic violence, and arrests for weapons, drugs, and alcohol. ACPD is required to evaluate if there is a serious or ongoing threat to the campus community to determine if a Timely Warning email needs to be issued to the campus community.

Auraria Alert Emergency Notification System

Communication plays a critical role in keeping our community safe.

During an emergency or to notify the community of closures, the Auraria Campus utilizes a text and email emergency notification system to deliver important information to faculty, staff, and students.

  • MSU Denver and CU Denver faculty, staff and students as well as AHEC staff, vendors and Auraria Early Learning Center parents are automatically enrolled in the emergency notification system.
  • CCD faculty, students, and staff who provide a text (SMS) capable phone number and/or email, either during registration or to CCD Human Resources, will automatically be entered into the Emergency Notification System.

Inclement Weather Closures

Inclement weather decisions are made collectively and cooperatively by the members of the Auraria Executives Council (AEC) or their designees, which includes leadership from AHEC (Auraria Higher Education Center), CCD, MSU Denver, and CU Denver. AEC members receive information directly from the National Weather Service (NWS) in Boulder and also consult with AHEC Facilities Services and Emergency Management. Before and during a storm, AHEC officials participate in public-safety conference calls with the NWS and consult with campus safety officials. The officials then evaluate the information with Facilities Services to gauge the team’s ability to keep the campus accessible and safe.

Upon completion of this course, you will receive a 2-year certification through the American Heart Association.

Investigations & Community Relations

Led by: Chief of Police Jason Mollendor

  • The Investigations Division is responsible for conducting and managing investigations of all incidents that occur on campus.
  • The Community Relations Team delivers exceptional service and support to the institutions by providing safety support at events and activities, and by educating the community in personal safety, risk awareness, crime prevention, drug and alcohol awareness, and other safety issues.
  • To maintain a safe and vibrant community, the ACPD introduced the Neighborhood Community Officer (NCO) Program, which delivers a high level of support and security to the institutions by providing an increased police presence in each Auraria Campus neighborhood. NCOs establish relationships with students, faculty, and staff in their assigned neighborhood to be recognized as the “go-to” campus safety resource.
  • The Communications & Dispatch Team is responsible for responding to emergency and non-emergency phone calls and for utilizing and maintaining a two-way radio system to dispatch and monitor patrol personnel. The Dispatch Team also operates and maintains the Colorado and National Crime Information Center database to provide police personnel with pertinent information when needed.

Patrol & Operations

Led by: Commander Justin Verardi 

  • The Patrol Division is staffed by uniformed officers who patrol the Auraria Campus seven days a week, 24 hours a day, 365 days a year to prevent crime, maintain peace, apprehend offenders, and protect life and property. Officers respond to a variety of civil and administrative matters, as well as enforce applicable local, state, and federal codes, ordinances, and laws. Other services include:
    • Night escorts to vehicles on campus
    • Unlocking vehicles (when you have lost or locked your keys in the vehicle)
    • Emergency response
    • Crime prevention programs
    • After-hours admission to campus buildings
  • The Bike Unit performs regular patrol duties to maintain campus safety by mountain bike. They are equipped to act on any situation on campus, and are often able to respond more quickly than police cruisers given the nature of bicycle maneuverability and access. The Bike Unit team is certified through a Bicycle Patrol Unit training course, which emphasizes patrol procedures, safety, and accident avoidance.
  • The DUI Unit is committed to reducing the number of impaired drivers on the road by enforcing impairment laws (DUI/DWAI) and by delivering alcohol awareness presentations to the campus community. The DUI Unit has been recognized by the Mothers Against Drunk Driving (MADD) organization for two years in a row for “Outstanding Team Dedication to DUI Enforcement.”
  • The K9 Unit provides enhanced safety and community policing service for the campus. Jet and his handler ACPD Officer Yama Gafari focus on explosives detection. As a team, they respond and investigate calls related to explosive materials on campus. In addition, the team supports high-profile events that require protective sweeps.

Clery Act

The Clery Act (Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act) is a federal statute that requires all colleges and universities that participate in federal financial aid programs to keep and disclose information about crime on and near their respective campuses. Compliance is monitored by the United States Department of Education. The Clery Act and the Clery Act Regulations require that each campus provide a “timely warning” to the campus community concerning the occurrence of a Clery crime that the campus believes represents a continuing threat to the campus community.

Legal Requirements

A campus must, in a manner that is timely and will aid in the prevention of similar crimes, report to the campus community on crimes that are:

  • Required to be reported in the Annual Security Report
  • Reported to campus security authorities as identified under the institution’s statement of current campus policies for reporting criminal actions and emergencies
  • Considered by the campus to represent a threat to students and employees

A campus is not required to provide a “timely warning” with respect to crimes reported to a pastoral or professional counselor.  

Definition of Timely Warnings

To date, the Department of Education has declined to provide a definition of “timely reports.” The Department of Education has advised that “timely reporting to the campus community. . . must be decided on a case-by-case basis in light of all the facts surrounding a crime, including factors such as the nature of the crime, the continuing danger to the campus community, and the possible risk of compromising law enforcement efforts.

Confidentiality Issues

All Clery reportable crimes are subject to the “timely warning” requirements when police believe the crimes pose an ongoing threat regardless of whether or not the victim or perpetrator is a member of the campus community. However, there are often concerns raised regarding confidentiality if the information disclosed in the “timely warning” report would personally identify an individual. Information that might personally identify students may be disclosed, if disclosure of this information is necessary to protect the health and safety of the student or other individuals. For example, see the Family Educational Rights and Privacy Act (FERPA) and the FERPA regulations: personally identifiable information may be disclosed from an education record of a student without the student’s consent “to appropriate parties in connection with an emergency if knowledge of the information is necessary to protect the health or safety of a student or other individuals.” The campus may disclose personally identifying information about an individual if it determines “that compelling circumstances exist which affect the health or safety of an individual.” This standard also applies to the disclosure of personally identifying information about any other individuals, including campus employees and individuals not associated with the campus.

Timely Warning Procedure

The amount and type of information that the campus discloses in a “timely warning” report will vary depending on the circumstances of each case, as noted above in the Department of Education explanation of this provision. In general, whenever a report of a violent crime against a person or a major crime against property on campus is received by the campus police department that is determined by the police department to represent an ongoing threat to the safety of the campus community, the campus police department must issue a “timely warning.” The “timely warning” should be sequentially numbered, beginning January 1 of each year, and should include the following details of the crime, if available:

  • A succinct description of the incident
  • A physical description of the suspect, including gender and race
  • Composite drawing of the suspect, if available
  • Apparent connection to previous incidents, if applicable
  • Race of the victim, if relevant
  • Sex of the victim, if relevant
  • Injury sustained by the victim
  • Date and time the campus crime alert was released

“Timely warnings” should be distributed as soon as possible after the time the incident is reported, subject to the availability of accurate facts concerning the incidents. 

Crime Logs

The 1998 amendments to the Clery Act introduced the requirement, effective October 1, 1998, that campus police departments maintain a daily crime log of any crime (not just those required to be included in the Annual Security Report) that is reported to the campus police department. 

Scope

A campus that maintains a campus police or a campus security department must maintain a written, easily understood daily crime log that records, by the date the crime was reported, any crime that occurred on campus, on a non-campus building or property, on public property, or within the patrol jurisdiction of the campus police or the campus security department and is reported to the campus police or the campus security department. This log must include:

  • The nature, date, time, and general location of each crime
  • The disposition of the complaint, if known

Data Entry

The campus must make an entry or an addition to an entry to the log within two business days of the report of the information to the campus police or the campus security department, unless that disclosure is prohibited by law or would jeopardize the confidentiality of the victim.

Disclosure Exceptions

The campus may withhold the information required above if there is clear and convincing evidence that the release of the information would:

  • Jeopardize an ongoing criminal investigation or the safety of an individual
  • Cause a suspect to flee or evade detection
  • Result in the destruction of evidence

The campus must disclose any information withheld for these reasons once the adverse effect is no longer likely to occur.

Public Inspection

The campus must make the crime log for the most recent 60-day period available for public inspection during normal business hours. The institution must make any portion of the log older than 60 days available within two business days of a request for public inspection.

Department of Education

The Department of Education has declined to describe the contents of “crime log” entry, which include: “the nature, date, time, and general location of each crime.”

The Department of Education responded to a comment regarding protecting the confidentiality of a victim by noting that a campus “may only withhold this information when it is sufficiently clear the victim’s confidentiality is in jeopardy.” The Department of Education’s guidance on this issue should be read in the context of the comment to which it responds. It is clear from the guideline promulgated by the Department of Education that the campus may withhold from disclosure not only information that would jeopardize confidentiality of the victim, but also information that would jeopardize an ongoing criminal investigation or the safety of an individual, cause a suspect to flee or evade detection, or result in the destruction of evidence.

Annual Security Reports and Crime Logs

In accordance with state and federal laws, the Auraria Campus Police Department maintains a public log and annual report of all crimes reported.

In the annual security reports, you will find crime-related statistics for each institution for the last three calendar years, in addition to pertinent safety resources and policy information.

Daily crime logs are posted by month and are updated regularly to reflect the most recent daily crime reports. Logs are updated Monday-Friday, with the exception of holidays.

Timely Warnings

In compliance with the “Timely Notice” provisions of the Federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the Auraria Higher Education Center issued the following notices of crimes that occurred on the Auraria Campus. A “timely warning” is issued to the campus community via email when incidents of criminal activity as defined by the Clery Act occur on campus or within the immediate vicinity of campus, and when the criminal activity represents an ongoing threat to campus.

You may also “Text-a-Tip” to the Auraria Campus Police Department at 720-593-TIPS (8477).
  • Blue light emergency telephones: Be aware of the blue light emergency telephones in parking lots and walkways throughout campus. Use these telephones to be immediately connected with the Auraria Campus Police Department.
  • Bystanders: Be aware of your surroundings. If you see a person in distress, seek immediate help from the Auraria Campus Police Department.

Submit a Crime Report

Crime reporting is an important part of the Auraria Campus Police Department’s ability to prevent and investigate incidents, as well as maintain a safe campus community.

Our crime reporting form can be submitted without identifying information to allow a fully anonymous report and investigation to take place.

Records Request Instructions

The records request and release relates solely to the Criminal Justice Records of the Auraria Campus Police Department, pursuant to C.R.S. 24-72-301(1) and 24-72-304(1).

It is the responsibility of the requesting person to provide enough information (e.g., case number, date and type of incident, involved persons, etc.) to allow the custodian to identify the correct record. 

The fees have been established under the law to pay for research, redaction, and copying. These fees exclude those set in C.R.S. 24-72-306. All research fees and/or redaction fees will be estimated and collected before the research or redaction starts. If the requesting party refuses to pay in advance, the records, videos, and/or audio documents/discs will not be provided. 

Fee Structure

For records research, retrieval, and/or inspection of criminal justice records

Fees are waived for the following:

  • Victim of a crime who wants a copy of their own report
  • Military recruiters checking backgrounds on recruits
  • Law enforcement and criminal justice agencies
  • Victim of an accident (individuals who were not charged for causing the accident)
  • Victims of family members of accidents or crimes where bodily injury or a fatality occurred
  • Request for a digital copy of specific Police Manual Policy

Release of Records:

  • Requests will be processed within 3 business days after receipt.
  • If the requested records are unavailable, the custodian will notify the requesting person (in writing, if requested).
  • The media will have no greater access to records than the general public.
  • If the request or inspection of the record is denied, the custodian will notify the applicant (in writing, if requested) within 3 business days. The denial will state the law or regulation under which the access is being denied.

Request a Ride Along

Campus Safety - Tivoli Building at night

You may submit a request for a ride along with an Auraria Campus Police Officer or Neighborhood Community Officer. Please make your request at least 72 hours in advance. When you go on a ride along, you’ll accompany an Auraria Campus Police Officer or Neighborhood Community Officer during their normal duties. Officers will respond to calls for service. In the event of an emergency, you must immediately and without question comply with all orders and directions given to you by officers. Ride alongs are limited to 4 hours.

RIDE ALONG RULES

  • You must dress appropriately in business attire
  • You must sign a release 
  • You must have a valid driver’s license
  • No weapons, recording devices, flashlights and scanners are allowed on the ride along
  • You may only participate as a rider once every six months
  • An officer may terminate your ride at any time if you are unruly, fail to obey instructions or distract the officer

Please Note: If you are reporting a crime, incident in progress or suspicious incident/person. Instead, please call our 24 hour dispatch center at 303-556-5000 so that we may assist you immediately.

IN-PERSON

Community members are encouraged to stop by the Administration Building or call 303-556-5000 and request to speak with a supervisory officer. A supervisor will take the initial complaint, which most often can be resolved expeditiously at that level. Should any complaint require additional investigation, the matter will be referred to the Chief Phibbs, who will assign the matter accordingly for further investigation.
